The First Woman on the Supreme Court
She made history as the first female Associate Justice of the Philippine Supreme Court, appointed by President Ferdinand Marcos on October 29, 1973, and served until her retirement in 1978.
A Courageous Voice of Dissent
Even under a regime that appointed her, Justice Muñoz-Palma boldly opposed the excesses of martial law. She authored opinions that upheld human rights, due process, and constitutional freedoms, making her a symbol of judicial courage during a time of fear. Her fearless stand continues to inspire countless Filipinos today.

Before reaching the Supreme Court, she broke barriers with a series of firsts:
Public Servant and Nation Builder
After retiring from the bench, she continued serving the nation as a Batasang Pambansa assemblywoman for Quezon City (1984–1986), where she courageously introduced impeachment attempts against President Marcos.
Under President Corazon Aquino, she became the Chairwoman of the 1986 Constitutional Commission, which drafted the 1987 Philippine Constitution—a lasting foundation of democracy.
Her Legacy
Justice Muñoz-Palma is remembered as a paragon of integrity, courage, and principle, often described as “a true man in the Supreme Court” for her tenacity and fairness.
Her legacy lives on through the Justice Cecilia Muñoz Palma Foundation, which promotes legal awareness, houses a museum, and honors outstanding public-service legal professionals through biennial awards.
In 2024, the Supreme Court launched The Mirror of My Soul, a collection of her writings, decisions, and speeches, preserving her voice for generations to come.
